Try to set compatibility mode to Windows 98 (its in UT icon right click menu - Properties / Compatibility).

you need to disable your power saving features, with Intel it is 'Speedstep'
Its either in your Control Panel / Power Options and set to always on or full speed etc or its also available in the bios (enable / disable)
- also add your cpu value to the UT shortcut (right click, properties), ie. "UnrealTournament.exe -CPUSPEED=2400" (if your cpu speed in mhz was 2400)

I tried all those things... The speed step must be in the bios because it wasn't in the control panel settings. I dunno if I want to go in the bios every time I want to play UT

It might be in the control panel but just doesnt mention speedstep, do you have an option for 'Always On' in the schemes
Speedstep btw just reduces your cpu speed if you arent using all of it, like for browsing / emails etc. you dont need it to run at max speed so it lowers it, this has a bad effect on UT because UT detects your CPU speed when it starts, if it changes then UT will either run very fast or very slow, you might get kicked from various servers for a 'speed hack' (running / firing faster than everyone else)
Speedstep helps your computer use less power, if you have a laptop and are running on batteries this is a good thing, for games this is a bad thing - I always just disable it in the bios and in control panel, if I wanted a slower CPU I wouldve bought a slower CPU

I found a solution... more something that I never thought of..
It was my mouse! looool Its a MS Habu, I run it at 2000 DPI. Out of chance and trying everything suggested on WGF I turned my mouse down to 800DPI... And it worked! I can't believe after all this time it was my mouse
